ChatGPT Ads land in 31 European markets Monday, with a self-serve tier for small businesses on the way
OpenAI's largest geographic expansion yet opens a conversational, intent-rich channel to European advertisers — for now via agencies, with an Ads Manager for small businesses promised later this summer.
OpenAI begins serving ads inside ChatGPT across 31 European markets on Monday, its largest geographic ad rollout since the U.S. pilot opened roughly six months ago. Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands, and Austria are among the nine countries named specifically in the launch materials; the rest arrive at the same time through the same door.
That door is, for now, still an agency. European buys route through Publicis, Omnicom, WPP, Havas, Dentsu, and MediaPlus, or directly through OpenAI’s Ads Solutions team. The self-serve Ads Manager that would put small businesses on the platform without a media-agency retainer is promised “later this summer,” without a firmer date. The U.K. launch in June followed the same pattern: agency reps first, tooling later.
The scale argument is the one OpenAI wants advertisers thinking about. On a briefing call, enterprise CMO Colin Fleming put ChatGPT at one billion weekly active users, with 20% showing commercial intent inside conversations. Adweek reports the ad business has grown more than 25% since the start of August. Cost-per-click, per Digiday, now accounts for most of the spend, alongside CPM bidding, conversion optimization, geo-targeting, custom audiences, the OpenAI Pixel, a Conversions API, and third-party measurement.
Ads appear only to ChatGPT Free and Go users. Plus, Pro, and Enterprise remain ad-free, a segmentation that quietly resolves the awkward question of paying customers being sold to inside a product they pay for.
The caution is worth reading. Victor Batista of Jellyfish, whose clients are in the pilot, called the product “very much unproven” and still being built at a very fast pace. TechRepublic notes that conversational monetization is a delicate balance; unlike search, a chatbot speaks with one voice, which makes the line between recommendation and promotion unusually load-bearing.
The U.S. version launched this spring behind a $50,000 minimum that has since been dropped, and OpenAI has spent the year courting small-business users through its ChatGPT for Small Business program. The self-serve tier is the piece that decides whether ChatGPT Ads becomes a channel small operators can actually test, or another surface where the six-figure entrants set the priors before anyone else gets in.
